Professional Experience

Served over 27 years at NAVAL SEA SYSTEMS COMMAND as the Technical Director for SEA 05M. Responsible as the Navy’s Technical Authority for all corrosion control, cathodic protection, and preservation systems and related acquisition, repair, and maintenance of ships. This included responsibilities for ship design, specification, technical manuals, Research & Development, Fleet transition of emerging technologies, Environmental compliance (National & Local State), and Navy training in preservation maintenance.

Responsible for establishment of Navy policy and technical directives for materials and preservation, development of funding and budgetary requirements including Program Objectives Memorandums, ship maintenance, repair, alterations, and readiness. Developed, programmed, and fielded Preservation Teams for the Navy. Implemented preservation concept and Preservation process instructions for Fleet execution.

Developed and managed Fleet demonstrations and transition of Engineering for Reduced Maintenance (ERM). Includes all funding, specifications, technical integration into ships, and institutionalization of technical procedures in the Navy.

Established technical procedures and Fleet introduction of the Capitol Investment for Labor Program including transition of best available preservation materials and processes to improve Fleet maintenance. Responsible for all Navy specifications for Preservation, paints, cathodic protection, non-skid coatings, underwater hull fouling control, tank coatings, free board, powder coatings, abrasive blasting, piping materials, and all habitability and engineering space preservation. Also responsible for preservation policy and paints for SEA 08 nuclear space preservation.

Responsible for all Navy Specifications for Preservation, paints, cathodic protection, non-skid coatings, underwater hull fouling control, tank coatings, freeboard, powder coatings, and all habitability and engineering space preservation. Also included preservation policy and paints for SEA 08 nuclear space preservation.

Technically responsible for Naval Ships Technical Manuals:

Technically responsible for NAVSEA Standard Item 009 – 32 covering all SUPSHIP contracting for fleet preservation and painting.

Prepared Navy Training and Certification program for Painting Surface preparation, and inspections. Course now taught at NAV SSES.

Responsible for Navy Environmental issues concerning VOC’s and hazardous materials.

Seven Years experience as Senior Navy Coatings Research Chemist for NSWC Carderock Division.

Responsible for Navy paint testing and evaluation, specific development, and Fleet trials of new materials.

One year experience in large private engineering company as Executive Vice President for engineering. Duties included Project management, preservation team technical execution, Quality assurance, and management of all technical programs in Engineering for Reduced Maintenance, Capitol Investment for Labor, and NAVSEA coating trials.
